The basic Skills Agency definition of Literacy is

 "The ability to read, write and speak in English... at a level necessary to function in society and work."

The leitch ambition is to have 95% of adults functioning at Level one literacy by 2020.  In Norfolk only 91% of adults are functioning at level one literacy.  This equates to 40,000 people of working age in Norfolk who have literacy skills below Level one.

The national Standards for Adult literacy are set at entry levels 1, 2, and 3 and Level 1 and 2.  Practice tests for literacy can be found on the 'Test your Skills' Section of the Move On website which can be accessed by clicking on the MOVE ON logo.
